A National Tax Number is the registration that puts you in the tax system. Without one you cannot file a return, and without a filed return you cannot be on the Active Taxpayer List.
The NTN is your identifier with the Federal Board of Revenue. For individuals in Pakistan it is no longer issued as a separate figure: the 13-digit CNIC number serves as the registration number, so "getting an NTN" means registering that CNIC with the FBR and being enrolled on IRIS. Companies and associations of persons do receive a distinct registration number. Registration is handled through the FBR's income tax registration service.
Registration on its own does not make you a filer. It makes you registered, which is a different thing. Filer status follows from filing a return and appearing on the Active Taxpayer List, as set out in filer, late filer and non-filer.
The document set depends on who is registering.
A straightforward individual registration is often completed quickly. Business, partnership and company registrations take longer, and almost all of the delay comes from documents that do not agree with each other.
Registration is the beginning of an obligation, not the end of one. From that point you are expected to file a return for each tax year whether or not any tax is due, and a registered person who never files is visible to the FBR as precisely that.
Two practical next steps usually follow. If you registered in order to trade, settle the business structure first rather than afterwards, because the registration follows the structure and unpicking it later is avoidable work. If your aim was to stop paying non-filer rates, remember that registration alone does not achieve it: the return has to be filed and the Active Taxpayer List has to update.

In most cases the mobile number is not registered against the CNIC being used. The FBR sends codes to a number held in the applicant's own name, so a SIM registered to a family member will not work no matter how many times it is resent.
